The Center for Early Communication and Learning (C-ECL) at the J.Iverson Riddle Developmental Center is a regional assistive technology resource center. The C-ECL program consists of 3 main areas: 1) an extensive AT equipment and curricula loan library; 2) a technical assistance, consultation, training and assessment resource; and, 3) an applied research center. The C-ECL is an AT resource for all ages and receives requests from throughout North Carolina.
The C-ECL is one of 7 assistive technology resource centers established through a contract with the N.C. Division of Public Health, Women’s & Children’s Health Section, to serve as a resource for children birth to 5 and their families. As the lead agency of the Western Regional Alliance Assistive Technology Resource Center (WRAATRC), the C-ECL works in conjunction with the Boone and Morganton-Hickory Children's Developmental Services Agencies to serve a 12 county area in western North Carolina. In addition to equipment loan and technical assistance, the members of WRAATRC conduct regional and state training events in the areas of AT funding, functional living, communication, literacy, and learning activities.
